Been awhile since I rolled out a new account, but I typically "age" them first by making 5-7 boards of my targeted niche, repin 5-10 at a time a few times a day for 2 weeks or so. Then switch to biz account, add my website, then slowly pin directly from website (5'ish pins/day).
Follow a handful of authoritative sites to round out my profile, maybe even get into some groupboards or even start them. I'd say within 1 month or so, I'd have the new account up and running.
Then again, it's been over a year since I added a new website. I'm still trying to figure out how to get consistent 3K/day traffic for my existing sites.
