PHPLD Submitter - Which One SEO & Backlink Tools?

What is the name of the software that sends to PHPLD directories?
RankerX, GSA or Scrapebox?

I can tell you Scrapebox does not by default work with this by default.

Probably Xrumer and GSA SER do. This is a guess.

Havent used RankerX in a minute so not sure.

So the only thing I can say for sure is I can rule out scrapebox.

GSA SER will submit to that platform (the php Link Directory and php Link Directory-Login engines in the 'directories' category of 'where to submit') but its doubtful you;ll get many links, as that platform is pretty much dead.
