when you load up photoshop you should see on the right menu ACTIONS somewhere.. hard to explain, if you don't see it go to Window -> Actions.

From there import/load your atn file, and then hit play. However I am not quite sure if it will work without any layers or anything made in advance but you should see what happens though.

Install your .atn file by going to the installation folder of your version of Photoshop i.e "C:\Program Files\Adobe\Adobe Photoshop CS5.1\Presets".
Then open the Actions folder within Presets; copy/paste your .atn file in the Actions folder.
After that open your Photoshop and your new set of Actions will be available.
