I have fiber to my location and 128 IPs. But I cannot for the life of me figure out how to have my router automatically cycle between IP's and esentially create my osn proxy. I can do it manually no problem but I want to speed things.

I am on the same boat as you are. Only difference is that I have got 256 Ips. & I dnt know how I can set them automatically. Can do manually, but thats not the right way to handle so many IPs.
