anyone experienced that rate limits are not what it says on their openai platform ?
for me I have tier 2 and I should be able to do 5,000 RPM with GPT3.5 and I keep getting error 429 with 'message': "You've exceeded the 100 request/min rate limit, please slow down and try again."

OpenAI shows no signs of answering my support tickets or messages whatsoever
