I have been on first page of google for my desired keyword for over 3 years and any kind of google update never hurt me much. But this penguin update is seriously killing me. My income has plummeted down to one fourth of what i was making and my site is down to some 16th google page. I am not sure what is going on. If it goes on like this i might have to start some offline business soon.

Try removing your bad links and send a reconsideration request to google. This is a common thing for all the webmasters not only for you.

using ahrefs find the bad/spam links to your website and use disavow tool in webmaster tools to remove it and request for a reconsideration here

Starting over is not as bad or as hard as you would think.

Depending on the amount if content you have you could:

Deindex your domain, and upload your content to a fresh/new domain and then rank it.

If you want to try to resurrect the old domain, try to get the penalty removed. But in the meantime, I would start a new site. There are many skilled writers that can re-write the content that you have on your site (onto the new domain). That way you can rank the new one, and work on the old.
