Penalty for excessively long link anchors?

I'm doing a lot of article submission lately, and in my resource box, I've been using things like

...">Dog And Puppy Potty And House Training And Other Dog Training Guides</a>

Is there a penalty for using too many keywords in an anchor? Could I be using even more than that as long as it doesn't sound so ridiculous as to not get accepted by the article site?

I mean if you believe someone would go to a search engine and type that in, then why would you get penalized?

I have used keyword terms like that with no recourse. As far as longer search terms I still stand by and use the adage "If someone would type it, then it's good to use".

Oh, I thought that with an anchor like that, it would target every individual word in the middle. Shit :/ Have I been wasting precious links with phrases nobody will search for? Hehehe
