Could it be possible that I've been penalized for only have a few pages. I used to be #1 for the longest time, but now I've dropped to #4 for a term but in only a specific location. I do offline marketing and I'm going after "city painters" when I type in city painters it will show me #1, but when I change my location to the actual city, it will show me as #4. Could it be because I only have a landing page and my whole site is only a few pages.

No, doubtful. I have quite a few #1s on one page websites. If you have a few atleast, that should be fine

Yes for instance I am looking for Miami Baseball Bats. I am in California, so when I type in Miami Baseball Bats, my site is #1. When I change the search location on the sidebar in Google and do the same search by site drops to #4. Can anybody explain this? I have tried everything to figure it out. Every city in the country except for Miami will show my site as #1.

I am not logged into Google and I've tested this on multiple computers as well as cell phones. I've cleared cookies and cache as well

Nope, I do not think so. Perhaps a few of your competitors are doing better than you now.
