I have no idea if this works or not but I was thinking if my offline business gets penalized I need a backup plan. Its a huge authority site and Its branded. If it happens to get a penalty can I create a bunch of churn and burn sites, rank them for my keywords then 301 them to my money site that has the penalty anyways? This way my branded authority site will still get traffic like it was in the churn and burn sites position?

If your website gets penalized you will have to completely deindex it from google and try to rank it again, but it's not recommended the way you are planning to do it, churn and burn on new domains with 301 redirect won' help, you need to either do that with an aged domain (and that's still might not be enough as a security measure) or choose another link-building strategy, Sudo has a great toturial on Churn and Burn, search it around here, I can't link unfortunately.

At that point, you might be better off switching IPs and Domain Names and 301 redirecting your penalized domain to the "new" service - even if all you do is 301 redirect the old stuff (and not build any more links), your rankings should be safe(er). 301ing churn-and-burn sites might do more harm than good.
