I have used PDF2Web Converter by Aplus.Net to convert a 400 page ebook (my own work).
This makes one big graphic for each page, with images wherever they are on the page/graphic; rather than separate images.
And text is then done line by line in position on top (see below):

<div style="position:absolute;top:222;left:81"><nobr><span class="ft0">your food crops. It is when two or more plants</span></nobr></div>
ETC.
This reads OK on the page, but do search engines parse the text properly?
The quality is good and the pages resize (zoom) ok. I would remake the nav and links then job done. To the user this is fine. But I want the traffic from Google etc.
If a line goes over 2 lines, the words wil be joined together ie above - fromyour
This coule be solved by adding a space before the end </span> (global change to all pages).
I can hand make the pages but this is a long process.
Any advice welcome
