    I'm new to PBN's, and I have two different fundamental questions.

    1) Should I use niche specific keywords to link to my tier 1 & 2 sites?

    2) What's the best method for utilizing blog comments within the PBN?

    PBN = Tier 1

    Blog Comments != Tier 1

    So, never blast blog comments using scrapebox in anything tier 1 or even probably Tier 2.

    Limited Links is always the best strategy in the present SEO scenario especially for higher tiers or money sites.

    Thanks, should I stick to niche specific keywords when linking between sites in the PBN? Should I not use my primary keywords if they are not linking to the money site?

    You can use your primary keywords but diversify the keywords with probably 20% at max for primary keyword and the rest LSI, related keyword, primary + another keyword, naked url, click here, view etc. Diversify the anchor texts. And diversify the link type too. only PBN or only anything is a footprint. Sprinkle some social signals whenever possible be it for primary site or tier 1.
