If I have a domain name such as "www.soccerstars.com" and I create a website on the domain that is completely unrelated to soccer or sports, will it get penalized? If yes, would someone have to manual review it to penalize it?

it will not get penalize. I have tested this and created a website on expired domain with different niche from previous one and it works just well if it has good backlinks

It probably won't lead to a penalty but if I were Google and I wanted a way to identify PBNs, I'd certainly factor in some weighting for content and outbound links that don't match the original use of the site. At the very least, I see Google becoming smarter and smarter as time goes by and they might try to reduce the effectiveness of PBNs by reducing the credit given to links in situations such as these.

In other words, it will help you to some extent for the time being, but relevancy in all regards is a better long term bet.

No direct penalties so you are safe though its best to get domains related to your niche for better results.

If a manual review occurs, it will surely get penalised. That said, the chances are low and it's difficult to detect such activities algorithmically. The only situation where you might experience problems is where you built spammy links to the site or the site has a history of spam.

    I agree 100% with this.

To answer the OPs question... no, you won't get penalized.

We've seen no evidence of it happening to date. Could it happen in the future? It could; nothing works forever and this is all a constant cat-and-mouse game with G.

Would a niched domain name be better? Sure.
Would a niched domain with the same metrics as a non-niched domain cost a sh*t ton more? You bet.
As with most things in life, it's a trade off.
