I see it on my account tab,not email
Not a problem at all, as long as they still allow credit cards.
FYI, I don't use the prepaid card anyway.

From the looks of it, PayPal wants to get rid of pre-paid virtual cards once and for all. I'm wondering, what will be the case with Payoneer or Transferwise cards for instance, which are physical pre-paid cards.
I have a Payoneer card linked and i don't see the warning, you received. Although i have a debit card linked too issued by my bank, maybe that's why.
Are you able to withdraw into your linked Payoneer prepaid card ?
IS just on your side. I just created a PP account for some payments and I didn't receive that message when they ask to link my card. And I linked a Prepaid card.
Well, i have both the Payoneer card and their VBA (Global Payment Service in USD) linked. Those are two different things. I can use the card for purchases, but i actually never tried to withdraw money to the VBA, it's linked nevertheless. It was never an option to withdraw to the card, you always needed to link the VBA.
But Movo is a VBA and it receives withdrawal from PayPal.
I really would like to know if same is applicable to a linked Payoneer prepaid card as well.
I have no account to test that. But if it's comfortable by you i wouldn't mind if you can test this for me with your account.

It can be, but it needs to be a VBA, you can't withdraw to cards.
Payoneer provides a physical pre-paid card, what you can link with PayPal, so you can use it just as any other card to make pruchases. This should work for anyone.
Upon request Payoneer also provides you with the Global Payment Service in a couple of currencies, which is their term for virtual bank account. If you want to make a withdrawal from PayPal to Payoneer, you need to link and use this VBA.
It works for some people, for others it doesn't. Some people can't even link the two. At first linking the VBA didn't work for me either, then i tried again in a month or two and magically it worked.

And if there's a service built upon this, people don't just want the two to be linked just for the sake of it, but they must be able to make withdrawals too.
I'd rather not try to withdraw to it, because with PayPal you never know what might be a reason for them to limit the account. Contact the seller of that BST, if you want to get a first-hand experience. If you read the sales copy, it appears, that there's a trick to it, namely that the Payoneer VBA needs to be provided by the Community Federal Savings Bank.

but the other times, the customer service told me that my account is in high risk
