PayPal has offered buyer protection on its parent company eBay?s properties since October 2003. Last year, the electronic payments juggernaut began offering purchase protection on merchant sites for select purchases, if the buyer didn?t receive the item.

Beginning November 1, shoppers around the world will have expanded buyer protection when they make purchases at the millions of retailers that accept PayPal, just in time for the busy holiday season.

The expanded protections will cover shoppers on merchant websites if they don?t receive an item they?ve purchased, or if they receive an item that is significantly different than described by the merchant (?That?s not an iPad, that?s an iPod Touch photographed from closeby?).

Important: PayPal says it will extend the additional benefits to shoppers in nearly all of the 190 countries it serves, but it?s leaving out a bunch of big (mostly European) ones ? Brazil, France, Italy, the Netherlands, Spain, Poland and even my home country Belgium will not benefit from the extended policy (sad clown face).

PayPal does not give a ******** about sellers. Clearly. As if their 'buyer protection' was not already so ********ing ridiculous. Now they want to make it easier for dip shits to scam legitimate sellers.

I hope the Government takes PayPal down.

I think it's disgraceful how much power paypal has when it isn't a legal bank and has a monopoly at ebay. Even scarier is they ask US citizens for social security numbers and keep your money when they feel like it. Where do they get off?

What for Digital Products? :| Seller lose most of the times when buyer claim that the product hasn't been delivered.

I faced 3 Chargebacks when I sold through e-junkie. :( :( :( The a**h**** buyers bought my product, did chargeback and ran away with my money. :( Currently facing another chargeback. This time I gave Paypal all the screenshots of proof that buyer has already downloaded my product. Hope I win this time.

Paypal are the scum of the internet. I have had more than my fare share of problems with them. Yet I am still forced to use them 'discreetly' behind their backs and its costing me hundreds of dollars a week :argue:

I think both parties need to be protected equally now. More and more people are sending money and then getting it back.

Just what buyers need, more ways to scam sellers.

I'm sorry for anyone still running an ebay business.

we have turned all the way back around to good ole fashion CHECKS.
specially for biz like web developers, who paypal says they protect by not allowing claims against digital goods, (BULLSH*T), you get a check and wait for the damn thing to clear! then what?? cant cancel or charge back an old fashion check! (they can even cancel money orders). this is why i always hoped big banks would show up all over the country. this way if someone writes a check from CA from Bank of America, and send it to NY it can be cashed at a BOA. -DONE DEAL-

Paypal most of the times didnt hear voice of the sellers. coz most of the buyers are from USA. so they always go with them.

every 1,000,000 claims the buyer wins 999,990 times, it is not even funny anymore, you provide tracking and show it was signed for, then get the we are sorry in this case we have decided to go with the buyer. Do not even thing of appealing as it will only lead to a deterioration in the already abysmal service you are currently experiencing.

both paypal and ebay have been basically ruined by all of the buyer protections. It drives competition out and prices up.

and they really leave sellers out in the cold. My friend runs a successful custom computer site and uses paypal to process and is forced to eat a loss just about anytime the customer complains for fear of chargeback. It's absurd, I really wish there was some real paypal competition to help keep those crooks honest.

PayPal is losing it's market share to better services such as Google Checkout.
