    Thats because number of charge back has increased
    and finally they understand if some one scam some one else, the victim will charge back money from their cc company

    What they could do though is create a storage facility so that digital items can be uploaded to the buyers account, therefore neither party can dispute receipt.

    Both people get a download confirmation, and the item can stay on the servers until the cut off date for a dispute giving the PayPal staff chance to review the product for description suitability.

    Wouldn't be too hard, and would kill off a large percentage of scammers IMO.
