Localbitcoins - but you're not allowed with a stealth paypal account, KYC required, no one will do trades with you otherwise

Virwox - multilevel, you can't exchange $500 from beginning.

Private exchangers - they usually take 15-20%

Most good exchanges will not accept PayPal as a payment method due to potential chargeback issues. As some people has mentioned, you can use Localbitcoins but I have no experience with them so I can't comment on that. Can you use any other payment method other than PayPal?

I think the only working PayPal to Bitcoin exchange right now is xcoins.io
Virwox stopped accepting PayPal anymore. Perhaps, you should try PaxFul and LocalBitcoin (with ID)

It will always be a tough market, due to high probability of fraud.

Don’t think PayPal to BTC will be a good solution. Especially with higher amounts

AirTM is another option that hasn't been mentioned yet. Keep in mind, you will always have to overpay for Bitcoin since Paypal is so damn risky.

Sorry dude, but there's none! PayPal don't actually like bitcoin.

PayPal see bitcoin as a competition that is why they treat businesses very bad about it.

Of course, we all know bitcoin is competition to PayPal but what PayPal is doing to bitcoin is just wrong.
