I'm looking for a way to withdraw PayPal funds from an ATM, without the interference of a middleman (exchanger) or a bank.

Since I'm not located in the US, I'm not able to obtain a PayPal Debit Card. There is no direct way for me.

I figured I could buy myself a Fiverr gift card to load my Fiverr account then get a Payoneer card, but Fiverr no longer offers gift cards..

I could also use a freelancing site but they take a hefty cut at around 10%.

    Does anyone know a way?

I just got told by David from Payoneer that it's possible to load a card issued by them from PayPal. Their service fee is 1% which sounds good.

Yup, just withdraw your PayPal money to a virtual bank account, which in turn has a debit card linked to it.
