Paypal: Scammed, is a refund still possible?

    I've recently been scammed by a user on Flippa.com for a website which was not as advertised so I opened up a dispute on Paypal.

    For the website, I've made two separate payments on different days. One upfront, and one when I receive the domain. Although I may have received the domain, the files and hosting I do not have (that was the reason for the purchase).

    I disputed it as "I have not received the item and the seller is not responding to my messages." for "Other, Tangible Goods" and the seller responded with an escalation and this for the tracking information "It is a website tracking # It is a Website".

    The seller also commented about the deal we made, giving Paypal details about my hosting info and Godaddy account. Also, let me note that the seller had ridiculous grammar and misspellings in the claim.


    What are my chances for getting my money back?


    Paypal writes: The seller has responded to our request for tracking information. We haven't confirmed the tracking information yet but wanted to share it with you.

    YES, refund it possible if you paid through paypal. just tell them that you did not received the good

    or cancel the dispute and go for chargeback from your card company (If paid through card)

    I did dispute it already by telling them I have not received the item, but the problem is that the seller responded by escalating the claim and gave "It is a website tracking # It is a Website" as tracking information.

    I'm not sure what to do next.
