Hello guys, recently i have purchased one ebook from one idiot and i received a shit, then i have contacted paypal for a refund and received this as a answer :

Thank you for contacting PayPal regarding your eBook purchase.

Mr. ...., PayPal Buyer Protection only applies to PayPal payments for certain tangible, physical goods that can be posted. We are unable to grant you a refund because your payment was for one of the following items:

    • Intangible items, including Digital Goods
    • Services
    • Real estate, including residential property
    • Businesses
    • Vehicles, including motor vehicles, motorcycles, caravans, aircraft and boats
    • Custom made items
    • Travel tickets, including airline flight tickets
    • Items prohibited by the PayPal Acceptable Use Policy
    • Items which you collect in person, or arrange to be collected on your behalf
    • Items that violate eBay?s Prohibited or Restricted Items Policy
    • Industrial machinery used in manufacturing
    • Items equivalent to cash, including prepaid or gift cards
    • PayPal Direct Payments
    • Virtual Terminal Payments
    • Personal Payments
We?re sorry that you had problems with this transaction. To avoid similar experiences, please review the Security Tips on our website. Just log in to your account and click ?Safety Advice? at the top of any PayPal page.

What the FUCK ? They literally told me to go fuck my self, according to them, we could all steal money from people without being worried about a refund, i though paypal is taking care about the customers.

Lol. If you were seriously that upset about it, and your PayPal is linked to a bank account, file an unauthorized payment through your bank for the PayPal transaction and they will go through the process of refunding your money. However, if you do this, you will no longer be able to use your PayPal account.

But to be fair, this isn't something new or uncommon. This is why you should be cautious before buying things on the internet, especially through PayPal. And while going through the transaction, be weary of which payment type is being selected (IE, Gift, Personal, etc.)

I sold some asshole SEO services through PayPal and had him ranking high in a ton of market-related terms, as well as leads for him coming in left and right for the services he was offering. 6 months after the SEO service ended, he tried filing a dispute on the transaction, and had it not been for the fact that it wasn't within 3 months of the transaction, I would have been out over $2,000.

Buyer protection doesn't always 'screw' the buyer. In most cases, the seller is the one who has the ability of being screwed.

Paypal is a glass of shit if you ask me but what you can do :D

filling unauthorized chargeback for 18$ would be really stupid because they would had to issue me a new card.

In the past i had ordered one software and it didn't worked even close as described, the payment processor : Avangate refused to issue me refund because they protect their sellers ( rofl ) and the seller literally told me to go fuck my self lol and then i went to my bank to see what i can do ( i know that in Europe and USA you can fill a chargeback if you received a wrong or bad item or whatsoever ) and bank worked told me that they do not care about the transactions and that it's up on me if someone will scam me or not, i literally told them to go and fuck them self. Can you believe that ? And another bank which office is just 100 m down, protect their clients and have ability to chargeback the transaction. All in all... LOL

Yeah, always read those fine small details before committing to an agreement, regardless of the provider, even if it's the government, they are cheaters too. Now just consider that a lesson and spend your time on making money, you'll probably make it back much faster.

Well if you look at the other side of the windows, sellers can really appreciate it is working that way.... Otherwise, scams from buyers would happen every single day. How paypal would do to judge a product? How much would it cost them to do so?

Also as Jazzc said when you go for a ebook / online product you must do some researches before you buy, and even when you do so you must know that you can make some bad calls.

If it can make you feel any better, i lost over (low estimate) $2k-$3k in 2012 in scams , unauthorized transactions claim, lack of judgement, tools where the owner disapear overnight (not just EWP).. I didn't even open one single shit thread, i just sucked it up, as it is part of doing business.

If it doens't make you feel better, put it that way, the time + energy you put in motion to try to be refunded may have been used to make way more than $18 + karma will get your scammer eventually.

You got me wrong, maybe i should told the rest of my story.

Few years in back i was offering some services and the payment was via paypal ( email marketing and seo related services ), the money was really big back in days and i was scammed around 10 times by paypal and fucking customers. Basically they purchased the service from me, i spend hours and hours working for them and after they received everything they filled a paypal dispute or sometimes even a bank chargeback. Even if i explained everything, always, very detailed to paypal, give'ed strong proofs regarding my work, i lost money every single time, paypal NEVER helped me to beat the scammers, never. So i though maybe they would help me for the first time in my life.

I am not sorry about those 18$, other people scammed in the past, for bigger money and on a lot worse'er ways, but i just wanted to know why did paypal changed their policy ( if they did ).

I am paypal user since 2008, i was suspended and limited multiple times, they stole more than thousands of USD from me and NEVER helped me out, okay i have to be honest they helped me ONCE when a seller from ebay didn't send me an item and he couldn't provide tracking info.
If i could use anything else for purchasing on eBay i would close my paypal account right now.
