paypal phone verification problem -- anyone experienced this?

Hey Guys,

I have a pp and it's been phone verification limited, I have bank verification etc, has anyone experienced this, i'm willing to pay cash if needed.

If you have any experience with this and would be willing to help I would definitely appreciate it.

better yet to explain my pickle, I am not from the US but I use one from the US so that is my problem.
