Paypal/Ebay running slow?

I'm trying to purchase something but both eBay and Paypal are running incredibly slow and loading with no graphics whatsoever (ebay is only slow on payment page). Is anyone else having problems or is it just me? Seems like a DDoS attack.

I find problem in getting account details for Transaction ids. Always showing error...

loaded fine for me. maybe someone is downloading stuff on your network?
