So I hired this guy for a website development project. He promised to deliver 'Service A' and insisted full payment even though completing 50% only. Being dumb and naive, I trusted him and paid the balance of payment. However, he started to lose communication and eventually stopped replying me. I had to pay another developer to finish up what he left off because I had to meet my client's deadline. I opened dispute and escalated to claim. I even paste full Skype conversation on the dispute comment. Few minutes later, he started to reply on Skype and keep on apologizing to me, saying that he was off for vacation BS (He didn't reply for more than 2 weeks). I've got so fed up with him already so I decided to not entertain him. He decided to respond to dispute by posting several fake tracking number on Paypal. I tried to look for an option to respond back but there was none. What should I do now? Will Paypal refund me my money? Please advise guys! I was given a choice here, what should I do?
