So I hired this guy for a website development project. He promised to deliver 'Service A' and insisted full payment even though completing 50% only. Being dumb and naive, I trusted him and paid the balance of payment. However, he started to lose communication and eventually stopped replying me. I had to pay another developer to finish up what he left off because I had to meet my client's deadline. I opened dispute and escalated to claim. I even paste full Skype conversation on the dispute comment. Few minutes later, he started to reply on Skype and keep on apologizing to me, saying that he was off for vacation BS (He didn't reply for more than 2 weeks). I've got so fed up with him already so I decided to not entertain him.

He decided to respond to dispute by posting several fake tracking number on Paypal. I tried to look for an option to respond back but there was none. What should I do now? Will Paypal refund me my money? Please advise guys!

I was given a choice here, what should I do?

    What happens next
Please review the information and let us know how you would like to proceed. If you've resolved the problem, you can cancel this claim at any time.
If you've received the item but it isn't as described by the seller, you can change the reason for your claim.

like jak19 said state the project was never completed. If the tracking numbers are really fake, that alone will throw the developers credibility out the window and PayPal will refund imo.

Of course, Paypal will refund your money back if the reasons that he provided are wrong.

I believe there is a way to do that but if you can't find any way to respond to it, you have the ticket number send them a fresh mail or call them. If he truly posted fake transaction number then you already have an edge over him. Back it up with your evidence of communication and teach him never to mess with you ever again.

What ever the others say,i just had a case like this. The problem is going to be:
PayPal is going to decide the case most probably in his favor.PayPal is not securing transactions where the product is not shipable. That is why he was providing fake tracking numbers. My opponent also did the same.
He won...he will win the case most probably.
    What you can do:
Wait for the case to be closed...it will take time.In case you win, than it is pure luck.
In case he wins: If you didn't pay with your PayPal balance, than you can do a credit card/account charge-back with your bank.
Push your bank to the limit, with all the proof and conversations you have.Your bank is going to escalate the problem with PayPal's bank and will deal with it.
It will take time, but most probably you will win the case.I just won a case like this, where the "seller" tried to run with my money.
    Good luck
