PayPal Claim/Dispute

    I've dealt with PayPal for several years, but I've never understood one thing. When someone starts a claim and we are communicating back and forth and then they realize they were wrong and don't close the dispute, but stop responding and I then leave that open, am I out the money at the end of the dates that we have to communicate, or is it then closed and I'm refunded the money. I'm not sure if I always have to escalate this to a dispute to get the money, or if when the time period given to communicate is passed, that it's closed and the money is refunded to my account. There's no clear information on this anywhere I can find.
