You are safe then....All blocked accounts are sent an email but you never know.

Basically, they are matching three things.

    1) name on your paypal account
    2) name on your bank account ( used for withdrawal)
    3) name on your pan card

I never had this type of issue, if you gave a valid PAN, then why it got rejected?

It's better to give a call to PayPal to know the actual problem with your PAN.

NO , there is issue running around.. !!
I have one of my friends account.. It was valid pan.. i was receiving money on that paypal.. after i make my own ones i stopped using my friends account.. I got a mail ....

    Dear @@@@@,

We emailed you a little while ago to ask for your help resolving an issue
with your PayPal account. Your account is still temporarily limited because
    we haven't heard from you.

We understand it may be frustrating not to have full access to your PayPal
account. We want to work with you to get your account back to normal as
    quickly as possible.

    What's the problem?

In accordance with Indian regulations, you are required to add a PAN,
purpose code and bank account in India to your PayPal account in order to
    receive payments and withdraw funds.

i gave exactly as the number in pan.. ! But it says invalid.. !

Since India paypal accounts have so many restrictions and problems my suggestion would be to not use an
Indian paypal account and go with another country. It is not to hard to work around setting one up.
