Paypal account limited, trapping my money

I made this Paypal account a while ago under my name and a birthday that I no longer remember.
Recently, my brother agreed to give me his SSN so I could add funds from MoneyPak and use my paypal.
It worked, and I can add up to 4,000 a month I believe.
Today I bought a Moneypak for $150 value and loaded it onto my account.
Shortly after, I realized that my account had been limited and can only be unlimited by the following means.

Proof of Address
Proof of SSN
Photo ID

Here are the details on my account

• Account name is my name
• I don't remember the birthday I registered with
• SSN is my brother's
• Any bills that I have in the house are to my parents (we live with our parents.)

So I don't know if I need to find someone to attempt to Photoshop IDs or what.
Can any of you help? I'd appreciate it greatly.

Did you use your address? If so just make a copy of your drivers liscense and your brothers SSN.

The address is correct.
I don't have a driver's license.

I was thinking that if I change the name of the account holder to my brother's name by faxing in his driver's license and then fax in his License, SSN Card and a utility bill for our parents it would work.

Just got my 3rd PayPal account locked ....

1st) Dropshipping adult toys, we get locked but our large supplier and many of their resellers seem to be using PayPal and also using the "PayPal-Safe" product feed that we use also.

2nd) Too many refunds flagged the account up this time. We we're testing a live-xml product feed which resulted in 5 or so customers ordering products that we're out of stock. I tried explaining this but it fell on deaf ears

3rd) Personal account flagged up for too many large transactions

All 3 times I've had to wait 180 days to withdraw the funds in the account. Played havoc with our accounts and left us out of pocket on all 3 occasions.

I called PayPal to discuss having an account solely for making payments for services etc ... not interested whatsoever, any further accounts made by our business will be banned apparently. What an arrogant company PayPal is ....

TLR - I wouldn't expect results, expect the worst = Your money in 180 days.
