Create a random profile with the same city you are in, and see if the options will appear. If not, then the problem is with them. As far as I see, probably all options are disabled except bank transfer, because of charge back risk.

I think this may help you just create a new account today with even your same name log with a new IP then it should work for you without problems but use another card for payments for it as well to increase your success chances

My alibaba account CC and paypal payment options have been deactivated for 3 months now. Still not reactivated.
I've used others and they still keep blocking them too. Maybe because I used the same cards on the new accounts as the old one that had the issue first time.
Funny enough, there is no charge back on my account.
I think alibaba is becoming too paranoid lately.
