I heard this is the oldest form of blackhat (paying someone to do offers) so I got 2 questions:

1. Is it true its the oldest form?
2. Is it still done today? If so, where do a lot of people usually do this technique at?

Just asking... some info would be cool

I'm not sure about question 1, but yes people still pay for leads. Its all over DP, anything4free, and free lunch money. In my opinion these people do it the hard way. They want credit cards and things. Not to be rude but most of the people I come across on the net are strangers to me there for I'm not comfortable doing a offer that requires a credit card when I may not get paid.

If your leads are fake in any way, they will not convert for the advertisers and your ass will be banned.

Concentrate your efforts in creating real leads that will convert and you will get paid.

Signup with CPAs. Then get an incentive site and do incentivizable offers. Cuts down on some of the stress and in an indirect way you will be paying for signups.

Yup, go down the incentive site route if your that keen on paying people for signups.

But dont pay people to sign up to stuff like email/zip submits because it just wont work, the leads wont convert in the backend and you will ultimately get banned and lose all the money that you would have paid to people to do the leads for you.

It will be good if u can fix blackhat leads with some real leads,i have been doing same from last few months and never faced any problem.

Is it like a community of people signing up to these programs and getting revwarded in some way to do so?
