If you're doing any kind of BH method to drive traffic to a CPA offer and need to lower your epc, it's a great way to do that. That would be one reason to purchase traffic.

Yea dude. Especially if you are doing some type of sketchy methods for google adsense or any other PPC program, paid traffic will definitely lower your CTR

I believe you are talking about paid hits ( paid traffic also covers real quality traffic through different PPC channels)... There are several benefits for it.

    1) To Lower EPC
    2) To Lower CTR
    3) To Mask Traffic
    4) Improve Alexa ranking
    5) You can even use this to create brand awareness ( it's not good but still it creates more value since cost is nothing when compared to real PPC)

More use, all depends upon your imagination lol

I would recommend paying for traffic only if you sell a product or a service on the site.

Otherwise it doesn't worth it in most cases.

PM me if you want, I have some experience on the matter.

A lot of people are always asking paid traffic providers if it is "Adsense Safe". My understanding is if it is adsense safe that means hits are not counted or ignored by google stats thus your account will not be banned. Then, why you use it to lower CTR? Is google only concerned about the quality of actual clicks and disregard any hits on your site that didn't produce any click?

    Home Page:
If you mean untargeted traffic then
1.Improve Alexa before selling the site
2.Exploits (all incoming traffic will be targeted by viruses on the recipient site)
    3.Mask clickbots
