Most of the sign up sites I've run across are fraud sign ups. They register thousands of free email addresses, change IP's and just fill in random information.

In most cases you can't buy REAL signups for $2 or less. I think most people use these companies to make a site look like it has 10,000 members to increase the value. The rest are either stupid MLM people who think they can build a downline with these, or people who think they can make a lot of CPA money.

Worst case your out $100 bucks and your account gets banned.

I've seen a lot of people posting on get*a*freelancer.com recently for member referral projects. They tend to go pretty cheap ($30-50), but since half the freelancers that take on projects there are from India, the dollar is mighty. You might try posting a job on there, outsource it for all intents and purposes. I would just be very specific on what kind of members would be acceptable and pay very close attention to IP addresses.

Few forum pay users to make posts and referring friends. I have been member of a web master forum that pay users to refer friends, that got a lot of users in short time. I don't know any signup service, if there is one, chances are they may be using auto signup, with no real traffic to your forum.

It'll be really tough to find genuine signups if you pay for it. One of the best ways would be to give some incentive to existing users to refer people they know. I think that'll be the best way to go about it.
