Put a link to a website/cpa offer in the description and hope the video still gets views.

Don't put the cpa link in the description. Make a site with a content locker and link them to this site.

Is there a way to monetize a video that has the "matched third party content" thing?

most of the time no.. unless you can dispute the owner and prove you have rights to it.
