Outsourcing Website Help Please

Hi guys, I've been doing alot of things with the offline methods I have came across on this forum. My last post I needed help getting a proposal together for clients that have been asking for it. I recently landed a client that needed web design, my problem is they need a website selling their services. They also need for customers to make a profile before ordering a service., and also be able to come back and check past orders. They want to paypal to be the main form of payment. Im having a hard time trying to explain to outsourcers exactly what I need done. I was thinking about a ecommerce store, but they wasn't feeling the store look. Do anyone understand what I need done, and what I need in other to make this work as far as scripts go and everything? Can someone please help me out? Any help would be greatly appreciated.
