Should we use only TLD extensions (.com .org .net) for PBNs or other extenstions (.co.uk .ca .nl .ws .co.at .info etc) are fine too? Someone said that if you use country specific extensions you will rank better in google for that specific country (google.nl for example). Is that true?

It's true that if you get links from, say, .CA domains, you will rank better in google.ca. But you don't need that to rank in Google. You can buy domains with other extensions, but if you are targeting the US market, most of your links should come from .COM, .ORG, and .NET domains (at least that's what a natural link profile would look like.

It's super good to have all kinds of different tld's in your PBN. Diversity, diversity, diversity.

I agree to this. The diversity and the quality is the most important. If the metrics and the Backlink profile is not spammy then you are good to go.

Having diversity is great but having country specific links are a lot better ;)

I'd say go for diversity but don't get only those kinds of domains, like 70% main tlds and 30% rest of them should be perfect.
