Same experience here. I ordered a Paypal VCC from them on 9th Nov and till not get one. However, I contacted PLIMUS (their payment processor) ask for a refund and they refunded me just today. You also can ask for refund at PLIMUS and I am sure that they will refund you. Actually it seems that the site isn't administered for quite a long time, they have just left the site.
