Surveyscout is a list of survey companies that people pay like $50 for. It doesn't offer them paid surveys, it provides them of a list of where they can sign up.

Sites like Surveyclub say they pay users to take their surveys but pretty much they take they use you to collect the users info and pay you $1ish/signup and them spam the hell out of them with other offers.

The few "real" survey companies: Synovate, Global Test Market, Greenfield, etc still collect the info and spam the users but they also do send out surveys that pay or where the user collects points to earn giftcards. They team up with market research depts of real companies to get public opinion of products, of their marketing campaigns etc.

So if you're trying to find real paid surveys to put on your site, you'd have to team up with companies doing market research. If you're just looking to put together a comprehensive list of companies that offer these paid "surveys", search most cpa companies for surveys. Maxbounty has quite a few offers as does primary ads. Thinkaction is a small network and they have longer payment terms (I think net 30-45) but all they offer are surveys.

So one could just get a bunch of referrals and not need them to stay active in order to earn?

I would actually recommend not giving out cash to people who fill out surveys, as it's against the TOS of lots of affiliate marketing companies, because your site would be in the GPT (get-paid-to) category. If you gave out gift cards or something that would be better. CPA Lead and Adscend media are two companies that allow "incentives" for filling out surveys and offers.

No, they don't need to stay active in order to earn. Once they've filled out their email, name, address, age etc you get your $1 commission. However, if when the survey company starts spamming them and none of your "leads" sign up, or make the advertiser any money they're going to ask you to stop promoting the offer. So it really depends on the quality of your leads.
