Backlinks are most important, at least for any competition.

Directory links can be a part of your backlinks, but you'll need others.
Article marketing
social bookmarking
blog & forum commenting

There is no one most powerful thing in theory. SEO is about a combination of several inter-related ranking factors. Thousands of irrelevant, junk links would have the same value as couple of hundred powerful links.
