SO i was searching for old gems and found domains which have very good authority backlinks from news sites etc (Nytimes ,HF,Wiki,TC) but also have some(very few) crappy ones ,russian and chinese texts . what will be the overall impact if these are used as T1 ?

I don't think it's a good option to use these kind of links as Tier-1 since it has spammy backlinks, it may end up affecting your site.

You can use them for Tier-2 or even Tier-3 link building purposes, my best advice would be to look for other domains which don't have any kind of spam links.

You can find so many domains having these high authority links, so it's not that difficult. Just move onto other domains.

Let's think about why the spammers dropped the domains if they are gems....almost guaranteed penalty there.

Definitely avoid abused/spammed domains. I'd recommend statying away from domains with backlinks from from are China, Japan, Russia, and Korea. The BLs from those countries are being manipulated and it's only a matter of time before they become completely worthless.

Nope, 99% these domains are penalized and are not going to be indexed by Google.
