talk to ogads skype manager personally and explain what you have done in the past and how do you plan to use their lockers. i did the same and got accepetd even though i haven't done content lockers in the past. but i had a complete strategy on how i planned to bring traffic and explain him in detail and he approved my account. you'll find the skype id here only on the ogads bhw account.

Probably not worth the time. Imagine if you did make any money with them and then they play the same games when it comes time to pay you. Maybe ogads used to be good but now they're squarely in the junk heap. There are plenty of CPA networks out there and there are other content-locker type options so check around.
i have one ogads account but i cant drive traffic to them
