Does anyone know of great credit processing merchants to use that are offshore. We are looking for ones we can rebill credit cards with?

CCavenue is good. I used them for selling stuff online to Indian customers.
I don't know if they server is US of A aswell, google it. They are good.
EDIT: Just googled it myself, they only work with Indian merchants...

Here are some providers. Be perpared for quite a large portion of the takings to be put in an escrow/deposit for some time, to protect the bank from chargebacks.

So not very suitable for products with a thin margin, unless you've got large cash reserves of your own, of course...
