Lets say I have an SEO firm, and I want to do some email marketing before I go into direct mail. Would it be a bad idea to look at the second / third page of google for websites under key market terms like "city lawyer" then contact via email to solicit seo services?

I'd say that's a good idea. Take it a step further and tell them "I noticed you on page 3". Be honest, keep your messages clean, stick to the US market only, respect to the CANSPAM Act and you'll be fine.

Follow CANSPAM guidelines and you should be good to go. It'll be a good test to try out your pitching skills before actually cold calling. Also, another key thing I found when selling SEO services is to be their friend before trying to sell them something. Be honest about what's going on, etc.

That sounds like a great idea. Ideally, you'll be able to move one type of business from Page 3 to Page 1 so that you can incorporate that success into future sales calls. Clear before-and-after examples will help set your sales pitch apart.
