hey everyone I am starting a seo website targeting clients needing seo for their advertising needs, I am aiming at the local market but I also want to get some meaty contracts so really want to aim for some big fish too, after all I have the confidence to get myself in there I just wondered if I can find out what they are paying I can offer they a better more comprehensive service for the same price.

Any ideas guys how to find this info out? If there was a tool available to search this info it would be perfect but if not any ideas are appreciated :)

Not really, the best you could do is find our what work they have done - check their backlinks with ahrefs or similar tool.

Maybe their Seo provider might be linking to them - you could search for "testimonials and "your target company"", or "our clients" and "your company".

Or your potential target might be linking to their Seo company.
If you can find that info then you can guess at what they're paying.

However, regardless of the above, the best tactic is probably to do a report of their site, their backlink profile and their current rank statistics for popular keywords in their niche, then sell yourself to them that way -
I have provided a free report, I see you have had someone doing your Seo, they have built such and such links etc, but your still only ranked top 100 for these keywords.
I can do this for you etc etc, it will cost you X.

thanks david yeah I was thinking of going that way with the free review, I am hooked up with seomoz and the like so it's easy to make a proper report on all their information. I just think the more information you have the more you can arrange your pricing to their needs.

Perhaps look for a foot print e.g. "Marketing by SEO Company" and perform a search aands tape the sites. If there no footprint just go direct, ring them up set up a meeting. Most companies will tell who are currently doing their SEO and how much they pay. As long as you pitch better, provide a better ROI they won't care so much about price.
