My CPA network says no cash incentives but if I blank my referrer they won't know will they? Or should I not risk it?

If you blank your referrer of course they will not know if the lead converts.

However, I wouldn't recommend it, especially if you are posting on freelancer sites asking for leads for payment.

If you do cash incentive you won't really ever learn how effectively advertise a CPA offer to potential leads.

This can work short term or for small amounts, but it will get you banned pretty quick if you do decent volume. The bottom line is if you send them cash incentive leads, none of those leads will convert and they'll look into it. At this point they might contact you and ask you what's up with the bad leads and blanked referrers, or more likely they'll just terminate you because you're pretty much stealing. I'd imagine if they wanted to they could prosecute as well. Wouldn't mess with it.

it wont work, since most of the leads not interested for the offers. Only interested for the cash incentives.

You can do this but you will have to mask your CTR, and find an offer that people would like. If your CTR is 2000 and you get 20 leads for adress submit for the new battlefield 3 that comes out in nov then they will convert because it's something people would like. you only need to find your demographics (male between 16 - 30)

It's the same with content lockers I'll bet no one is interested in those offers but they want what you are hosting (movies/games..) so those leads won't convert either. If you can choose your offers then you will have a better chance in converting offers in the back end
