One of my clients has basically let someone run his website for the last couple of years and finally worked out that he has no access to it. The person that built in owns the domain and has the passwords to the cpanel can you do anything about this

Has the client asked for access? Also can your client prove that the contractor was working on his behalf when he registered the domain? Is the hosting in your clients name?

If it's a dispute it could get tricky because you'd need to prove the domain was really his. If it's a domain that has the clients name / trademark it would be easier to prove.

Asking nicely would be my first option and then get the domain transfered into your clients name. Then if the hosting isn't yours ask for a backup and change hosting.
