Is it possible for a site to be NOT listed in Google.com, but listed in Google.co.uk? or Google.co.in? or even Google.co.ph ?

    Is that possible?

Or if your site is not found in Google.com, it means that it won't even appear elsewhere like in Google.co.in or Google.co.ph?

I don't think so. There might be some delays with every single Google datacenter updating their databases for each individual domain/page, but those are typically balanced out quite fast.

Ranking in each separate Google "country" is a whole different thing, and it can - and will - differ. But your site will be found on every Google site regardless.

So Google.com should be the mother of all the countries site right? If it is not ranking in Google.com, it won't even appear elsewhere, right?

I suppose that if you were once listed but then delisted then that would be across the whole of Google worldwide. But if you're just waiting to be indexed then you should be indexed worldwide, with main priority of ranking to be given to the country that your site is hosted in and your own sites tld. I'm not sure if that's the way it is, but that would be my take on it.
