    What does it mean if a web 2.0 has meta tags for robots with values "noindex, follow"?

    The content of the page will not be indexed but the link juice will be passed? Is there any point creating backlinks from that kind of web 2.0-s?

    im not sure but i believe that no-indexed pages do not pass any juice

    which web 2.0s did you find to be noindex?
