I hired someone to add nofollow tags to certain links on my ecommerce site...

I thought the tags were supposed to be in the source code.

Instead, it looks like this

website.com/index_nofollow.html

Did I hire idiots or am i the idiot?

I highly suggest using a robots.txt file in your root directory to ensure robots do not index whatever pages you're linking to. (Assuming they're on your site) This will ensure (behaved bots) they are not indexed regardless of nofollow parameters.

Do they have a website of their other work? lol. You may have been their very first customer unfortunately. I'm glad to hear you didn't pay them.

Well, testing is a great thing, sure. However, in most cases these guys try out only to find they have been usedfor free labor as well, with no guarantee of the job that is suppose to be claimed for producing the results either.

Touchy stuff. It can get you screwed eitherway.
