If I have a site and selling something through paypal, and I clearly write on my website that there are no refunds....Can they open a paypal dispute and win?
If yes...is the % of time that they win the dipute diminished?

Yes they can and definitely will win. All they have to do is open an item not as described dispute and will definitely win. More than likely they will win 100% of the time. All they have to say is you sent them the wrong item or damaged.

People use paypal because it gives them power over the vendors.

It does not matter how many times you post "all sales are final" or whatever you post.

The customer must feel that they got what they paid for and paypal makes sure of that by giving them the power to do a charge back or dispute.

I don't know the percent but I have personally never heard of any vendor winning the paypal dispute.

Paypal sees it this way.... if the goods are tangible... then returning them to you is all they need to do... you did not lose anything

and if the goods are electronic.... then you really did not lose anything..

Paypal is a b!tch to work with... but a lot of people will take the plunge and buy from you just because you accept paypal..... because they know their money is safe.

I think somewhere in the Paypal TOS it states that you are required to provide refunds upon request as a condition of using the service.

True, So OP your mention of no refunds on the main site isn't going to solve anything, and most likely the buyers will win.

    What about online services?

If you clearly state no refunds in the purchase agreement, can you still lose a dispute?

If you use paypal, you will have to depend on their perspective, rules and policy. Thats the game to be honest.
You say no refund but there is also something that is called consumer rights and between the these two, the latter wins.
Anyway, if you have high refund rates, check your options besides paypal.
