Is nofollowing those non-content pages on your site still a good idea with on-site optimization?

How do you mean non content, surely your about page should have content?

I'd probably add the robots 'noindex' 'follow' meta tag to my privacy page if it had standard content that is on most sites. That means Google can still freely crawl though the site without hitting a nofollow, but the page wont get indexed.

About page and contact page i would let Google index.
