please, note that we are having dozens of payments methods available in our website and we don't limit any customer. Just for PP we have 3 different gateways and you probably picked the wrong one and of course you couldn't read properly the red message because it was explaining the issue. In your case, you couldn't select that payment gateway for order below 49 Eur... you should just try another one that was used from 0 to 49.
We are forced to act like this to prevent Fraud/Chargeback customers, that nowdays are very wild...

this varies from single VPS plan, keep in mind that V1 has around 100mbps and V6 has 1gbps, all plans in between are adjusted accordingly. There are around 150mbps increments from one plan to the other.
