Niche research advice

I have found I key word of a very competitive niche that if you type it on Google local with quotes gives About 900 results but if you type it with out the quotes Google gives 1.700.000.
On the local results, there is only one site competence but on the other hand its imposible to rank on the top 10 on the normal search with out quotes.

Now my question is what shall I do go for it or leave it? I'm confuse because when people search on google they don?t type with the quotes and then google will direct them to the 1.700.000 results.

Hoo the people searching for that key word is about 2000 local so is good if it helps. I hope you understand my question.

With quotes means how many websites are using that keyword in title or url... So if you find good keyword with searches then go for it... it should not be tough to rank with 900 results, you may start ranking with in days...
