I got accepted in to a CPA Network quite some time ago. Played with it a little and then got in to other things. Recently I decided to get back in to it.

I found an offer that paid at email submit. I took my custom URL for the offer and emailed it to my friend. He submitted his email, made it to the next page and then didn't complete anymore. That was a couple of weeks ago and I see I was never paid for the offer. Any idea was this would be the case? If the only requirement was an email submit I should have been paid I believe.

Probably because he didn't complete their form fully. Check their terms, submitting an email doesn't seem like It'd be of any use to them on it's own.

You said it yourself. He didn't complete the 2nd page. Even when 2nd page is completed you will still not get paid for all of them. Call it shaving or scrubbing, it's what the companies do to filter out leads that are just no good to them. Look at it from the advertisers point of view. Your friend submitted his email, is he ever going to spend money with them or respond to any email follow ups. Probably not so just an email address is no good to them.

I get that... I wouldn't pay for a lead where someone just submits their email but if the converts at is "email submit" to me that's when it should pay. What's the difference between a converts at "email submit" and converts at 1st page or converts at 2nd page then?
